Welch is an Elite Global Guard in the Elgen. His full name is David L. (Fall of Hades) or W. (Elgen Guard Handbook) Welch.
Before joining the Elgen Army, Welch was hired to be a security guard at Elgen. He was greatly inspired by Dr. Coondrat, the lead scientist. Eventually, he was trained to be a commander and corrupted by the Elgen's new CEO, Dr. C. J. Hatch.
Today, he serves as the current CEO of Veytric Inc.
History[]
Before joining the Elgen, David L. W. Welch was an aggressive boy with a rocky childhood. Sent from foster home to foster home, he wasn't very serious about school until he was sent to juvie court. There, he started putting himself through college where he studied criminal science. One day, he captured a vandal outside the Elgen Corporation building. He was soon hired as a security guard after.
During seven years, Welch would climb through the security ranks to become chief of security. When he became chief of security, he met the new CEO of the company, Dr. Hatch. Over the next two years, Hatch would manipulate Welch, punishing and rewarding him throughout. However, after the disaster with the MEI, Hatch was demoted. In the following years, Welch oversaw the capture of the Glows, before becoming head of security at Elgen Academy.
Battle Of The Ampere[]
Welch had became leader of the Elgen Army at this time. He was an ally of the head of the Peruvian Armed Forces, General Panchez. He had tried to pressure the general into letting the Elgen guardsmen take the Electroclan hostage.
After this, Welch was present at the Ampere when it was about to blow up. He, Hatch, the other guards, and the Glows escaped the yacht just before it exploded.

- At the Taiwan Starxource plant, Welch visited Dr. C. James Hatch's office and delivered a mission report on Mexican Lightning Storm. He informed Hatch the Timepiece Ranch had been destroyed, eliminating all present. Hatch asked about the status of the Electroclan, and Welch explained their escape and rescue of Jade Dragon. They then discussed the location of Giacomo Schema, who had disappeared soon after his release, as well as the man sent to capture him. After being offered a drink, Welch was told about the new additions to the Elgen fleet: the Edison and the Franklin, and the plan to proceed with Operation Home Base – the overthrow of the Tuvaluan government. At the end of their meeting, Hatch ordered Politis to strip Welch of his weapon and insignia, and then escort him to the brig to await being fed to the rats at the Tuvalu Starxource plant.
